Vitaliy serves as a director of student supports. He works with Smarter Balanced co-directors, senior leadership, and Consortium governing states to sustain and enhance the assessment system to improve outcomes for diverse students, including English learners, students with disabilities, and English learners with disabilities. He provides support to Smarter Balanced work groups, advisory committees, advocacy groups, and assessment experts to improve assessments for diverse learners.
Vitaliy received his Ph.D. in Educational Policy and Administration from the University of Minnesota, with a Comparative and International Development Education major and Program Evaluation minor. He also holds a Master’s Degree in Educational Policy and Administration and another Master’s Degree in English Language and Literature. His research and policy priorities entail providing leadership and ongoing oversight and management of effective and equitable supports for all students. His experience of providing technical assistance to states and assessment consortia has given him a strong foundation in the area of inclusive assessment.
