Patty serves as the deputy director of systems design. She leads the Consortium’s efforts to identify, prioritize and manage changes and improvements to the Smarter Balanced assessment system while helping to ensure that the formative, interim, and summative components of the system are aligned.
Patty has a doctorate in Educational Psychology, in addition to degrees in European Language and Literature and Teaching English as a Second Language, each from the University of Hawaii where she also taught undergraduate and graduate courses on assessment, research methods, statistics, and psychological foundations in education.
Patty has been involved with Smarter Balanced since its inception and served as co-chair of the Test Design and Psychometrics work group and member of the Executive Committee. Prior to joining Smarter Balanced, Patty was employed as a test development specialist with the Hawaii Department of Education and was involved in virtually every aspect of the Smarter Balanced assessment system including test design, item development, psychometrics, and test administration guidelines.
