Christopher is the Deputy Director for Higher Education. In this role, Christopher provides leadership and on-going oversight and management of the Consortium’s strategy and support for the Consortium’s relationship with higher education and associated partners, as well as encouraging participation and buy-in from the leadership of higher education institutions across the country.
Prior to joining Smarter Balanced, Christopher was the Chief Academic Officer for the Idaho State Board of Education, an SEA and K–20 governance board with policy authority over all public schools covering students from kindergarten through graduate school. As the Smarter Balanced Higher Education Lead for Idaho, he spent years on the front line trying to use the Smarter Balanced Assessment system to increasingly connect Idaho’s K–12 system with its higher education system. Before serving as Idaho’s Higher Ed Lead, he served his alma mater—Boise State University—as the Policy Manager where he guided the development of all university policy. Time permitting, he continues to serve Boise State as a graduate adjunct professor in the School of Public Service.
Christopher holds an undergraduate degree in Criminal Justice from Boise State, a J.D. from Vermont Law School, and a Ph.D. in Law and Public Policy from Northeastern University.
Christopher was raised in rural New England and spent his first full years of public education in a one-room schoolhouse. He has worked for the U.S. Senate and is a veteran of the U.S Coast Guard where he earned, among other awards, multiple Arctic and Antarctic service medals.
