Washington state is the Lead Procurement State and oversees all financial procurement on behalf of the Consortium through the Office of Superintendent of Public Instruction (OSPI).
Financial activities are governed by the laws and rules of the state of Washington. Smarter Balanced follows the guidelines for grant management associated with the American Recovery and Reinvestment Act (ARRA).
